OEM 13.2 Fleet Maintenance Patching Fails With sh: syntax error at line 1: `(' unexpected (Doc ID 2456035.1)

EM 13.2 OMS

When attempting to patch a database using Fleet Maintenance, it fails with an error:

$OMS_HOME/bin/emcli db_software_maintenance -performOperation -name="Update DB" -purpose=UPDATE_DB -target_type=oracle_database
-target_list=OEM12T -normal_credential="ORACLE_HOST_CREDENTIALS:SYSMAN" -privilege_credential="ORACLE_PRIVILEGED_CREDENTIALS:DBADMIN"

The process errors out with the following message:

Directive Type is SUB_Perl
Dir to CD is /tmp/JOB_66F19A720E330412E0540010E03DFB94

Final command line to execute is $PERL_HOME/perl "/tmp/JOB_66F19A720E330412E0540010E03DFB94/" -debug false -oh /oracle/product/ -os OEM12T -startupdbsids -startuplisteners -startupdbcontrol -startupisqlplus -homeVersion -tns_admin /oracle/network/admin ${from_rac} -parallel false -primaryDBSids -physicalStdySids -agent_db_plugin_home /oracle/product/agent12101/agent_13. -cdbPdbList ${cdbPdbList} -switch_home /oracle/product/ -switchbackMode -db_tns_admin $(target.db_tns_admin) -startManagedRecovery=""

The output of the directive is:
