Symptoms

Created DB service instance from EM 13c self service portal with specific user, now reassigning ownership of this DB service from self service portal to another user fails with the below 

Failed to reassign the ownership of the service instance CNTXPRD to user xxxxx. You do not have the privilege to reassign the ownership. Contact your administrator.

++ From <EM_Instance_Home>/em/EMGC_OMS#/sysman/log/emoms.log
