Symptoms

In Enterprise Manager (EM) Cloud Control, not able to grant external roles to EM administrator users.

Navigate to Setup -> Security -> Roles -> select external role -> Manage Administrator Grants
Next screen the external users are not listed in the "Available Administrators" box.
