EM 13c: Fleet Maintenance "Update Listener" operation doesnt update OCR if listener is running from DB home (Doc ID 2461176.1)

Symptoms

In RAC or SIHA setup, emcli db_software_maintenance -performOperation -name="Update Listener" does not update the OCR if the listener is running from the DB home

The Listener will migrate successfully to the new ORACLE HOME, start successfully using the new ORACLE HOME, however the OCR will not be updated.

This can be verified using srvctl command:
