EM13c : OMS startup takes more than 1hr (Doc ID 2462604.1)

Symptoms

Trying to start Enterprise Manager (EM) Cloud Control and its components takes more than 1 hour.

Observations from the emctl.log file:

emctl start oms  --->   Initiated @ 4:17:22 PM
Node Manager    --->   Started @ 4:17:39 PM ---> 11 seconds to startup
Adminserver       --->   Started @ 4:40:58 PM ---> 23 minutes to startup
OMS                    --->    Started @ 5:26:37 PM ---> 46 minutes to startup
ohs1                   --->   Started @ 5:26:40 PM ---> 3 seconds to startup
BIP                     --->    Started @ 5:50:39 PM ---> 24 minutes to startup
