Symptoms
Upgrade of existing Plugin or Deploying new Plugin fails with the following error during the Prerequisite Checks
Pre-requisites check has not even started after 420 seconds. Looks like job has not been picked up. Check the job system page to verify the job status.
Issue can occur in any version of EM 13c .
