Symptoms

In Enterprise Manager (EM) Cloud Control, Fleet UPGRADE_GI fails at Switch_Clusterware_Instance step with error "-dbList" "null

 $ emcli db_software_maintenance -performOperation -name="Update Cluster" -purpose=UPDATE_GI -target_type=cluster -target_list="clustername"-normal_credential="NC_HOST_SSH_ORACLE:SYSMAN" -privilege_credential="NC_HOST_ORACLE_SSH_SUDO:SYSMAN"

JobStepLog_Switch_Clusterware_Instance Failed with below error:
