Symptoms

OMS migration using the below command 

<OMS_Home>/bin/omsca new -EM_DOMAIN_NAME <New_Domain_Name> -NM_USER nodemanager -AS_USERNAME weblogic -nostart

Fails at post migration step with the below

From <OMS_Home>/cfgtoollogs/omsca/omsca_<Timestamp>.log
