EM 13c BIP Report: Database Usage Tracking Report - FTP Delivery Fails (Doc ID 2490843.1)

Using EM 13c's BI Publisher to setup Database Usage Tracking Report, and the FTP is failing.  This can happen to ANY Report using the Destination = FTP,  but the most common issue is explained here.

Trying to setup the Database Usage Tracking Report, using the steps in the OTN Document:

  Enterprise Manager Cloud Control Administrator's Guide
  Section 44.3 Generating Database Usage Tracking Report

When you setup the ftp server and do a test connection, it fails with: "Could not establish connection." This is a known issue and not of primary concern.  It does not affect the document delivery.

However, when you proceed to test the BI Publisher report, the report itself fails with:

When you run the SQL in a SQL Developer connection, it returns values.
