Symptoms
Trying to upgrade EM Cloud Control from 12c to 13c whose repository is on PDB, so before starting the upgrade executing EMPREREQKIT fails with the below
<13C_Software_Location>/em<13C_Version>_<OS>.bin EMPREREQ_KIT=true
