Unable To Deploy 13.2.2 DB Plugin To Agent (Doc ID 2498038.1)

Symptoms

Downloaded DB plug-in 13.2.2.0.0 and deployed it to OMS. Tried deploying it to an agent (just one) and that doesn't seem to be working. It is stuck in a status of "Deploying."

It can be seen on the agent that it's still got the prior plug-in:
