Cannot retrieve the list of reports from BI Publisher. Enterprise Manager cannot establish a connection to BI Publisher (Doc ID 2499026.1)

Symptoms

Accessing BIP via EM Console using SLB or OMS fails with error with local and LDAP users:
"Cannot retrieve the list of reports from BI Publisher. Enterprise Manager cannot establish a connection to BI Publisher"


emcli setup_bipublisher -force -nodeploy -proto=https -host=<HOSTNAME> -port=<PORT> -uri=xmlpserver
Warning: BI Publisher has been registered for use with Enterprise Manager.
 
However, the connection to BI Publisher fails with "https://<HOSTNAME>:<BIPOHSPORT>/xmlpserver/" cannot be established.
