EM 13c: ASR not Created for Hardware Alerts in Enterprise Manager 13c Cloud Control (Doc ID 2503492.1)

Symptoms

Enterprise Manager (EM) 13.1 Cloud Control

EM ASR integration has been done.

There are hardware faults happening but the corresponding ASR is not generated.
EM Incident Manager Console shows the following for the incident:

The event is seen in EM 13c, so it has been processed. But the enrichment/correlation message points to an issue with the data sent by EM to ASR.

ASR back-end needs complete SNMP raw data (OIDs) for creating hardware SR. whenever a hardware critical event comes to OMS, SNMP raw data will be available in its event context. EM will send the same to ASR back-end which creates SR.
Exadata target will send critical event with its own OIDs, which can not be used for creating SR. But Exadata target will also send another warning alert for every critical alert , which will have complete SNMP raw data.
Critical alert will wait until the warning alert come to EM to enrich/correlate required information. This warning has not come to EM.
