Symptoms
EM Console > Setup > Manage Cloud Control > Health Overview > Backoff Requests
From this graph, there is increasing trend of Backoff Requests.
This is evident especially in large environments when there are multiple OMS Servers monitoring a large number of targets and accepting the uploaded xml files from a large number of agents.
