EM13c: Unable to Enable "Pack Access Agreed" When Enabling Management Packs using "emcli grant_license_with_validation". (Doc ID 2505441.1)

Goal

When enabling a Management Pack using EMCLI utility it does not Check or Enable the "Pack Access Agreed" option.

$ emcli grant_license_with_validation -type="oracle_database" -targets="xxxxxxxxxxxxxxxxxxxxxxxxxx"

This enables all the Management Packs for the Database Target Type, but it do not enable the "Pack Access Agreed" option.

We can check the "Pack Access Agreed" in Setup --> Management Packs --> Licensing Information.

By checking the "Pack Access Agreed" column the user accepts the terms of the Licensing Agreement.

The last column seen in the screenshot is for "Pack Access Agreed" which needs to be checked manually as shown in the green color circle. With the EMCLI command it is not selecting as shown in the red circle.
