OATS Openscript: Record and Playback of Scripts is not Working for New User (Doc ID 2516988.1)

Symptoms

Oracle Application Testing Suite (OATS) 13.2.0.1.0

Record and playback of scripts for a new user added as an administrator to the virtual machines is not working.
Existing users are still able to record and playback.

All the User ID's have the same access and the plug-ins are enabled on the browser.
Browser Helper reinstall also doe not help.

The error appears as shown during record or playback of scripts:

" Cannot get a connection from browser helper after 15 seconds"
