After OMS upgrade creating or modifying LDAP External users in EM is failing and reporting below errors. It was working fine before OMS upgrade.

1. Error reported in <gc_inst>/em/EMGC_OMS1/sysman/log/emoms.log

2. Below message is displayed in while trying creating/modify External Users in EM console and emcli commands

User <User Id> not found in the external identity store (LDAP). Ensure the user exists in LDAP store

3. All required details are configured as mentioned in below doc.
