EM 13.2.2: DB Patch Plan, Oracle Home Credentials Validation "Failed To Launch Process: Auth Fail". (Doc ID 2521684.1)

In EM 13cR2 Console, on the Patches & Updates page for a DB Instance, in Step 3 (Deployment Options) of setting up a
Patch Plan, Validate Credentials (for the Normal SSH Credentials) fails w/Error: "Failed to launch process: Auth fail".

In a previous (Closed, Resolved with Solution) SR, we setup an SSH Credential as the Normal and Preferred Credentials for a
3-node RAC, and verified again that, selecting the 3 servers, the Agents are stopped, and then submitted a job to start the
Agents on all 3 servers, w/no issues.

However, when testing that same SSH Credential in the Patch Plan, it fails only on the 3rd Node (succeeds on the 1st 2).

Reviewing Note 2211285.1 ("EM 13c: SSH_Key Credentials can be created, but the TEST fails on subsequent attempt
with: Test Results: Test Failed. Failed to launch process: Auth fail"), Cause #1 is ruled out because the (*Authentication)
values (in /etc/ssh/sshd_config file) are NOT commented out, and Cause #2 is ruled out since we don't use Kerberos.
