The mgmt$alert_current View Does not Contain Unreachable Events from the EM Agent Targets

Symptoms
For any EM agent target, the unreachable status for any EM agent is not recorded in the mgmt$alert_current database view. Instead, the event can be found in the mgmt$alert_history.
This is incorrectly classified, as the unreachable event is currently happening, it's not a history. Also, the documentation clearly states that the
mgmt$alert_current view is for all current alerts on all targets:

MGMT$ALERT_CURRENT displays current information for any alerts that are logged in the Management Repository that are in a non-clear state. Only the most recent open alert in a non-clear status for a given metric is displayed through this view.
