Enterprise Manager (EM) 13.2 Cloud Control
Oracle Linux 7 x86-64

Applying patch 28432129 to a 12.1.0.2 target database from EM 13c.2 is prevented from a Patch Plan due to the lack of recognized database target list.

The patch can be applied successfully using opatch apply on the Database Oracle Home.
