Symptoms

Enterprise Manager (EM) Cloud Control installation fails at Repository configuration step with the following error logged in <Middleware_Home>/cfgtoollogs/cfgfw/CfmLogger_<Timestamp>.log:

Caused by: java.sql.SQLException: java.sql.SQLException: java.sql.SQLRecoverableException: IO Error: The Network Adapter could not establish the connection
The Connect Descriptor was (DESCRIPTION=(ADDRESS_LIST=(ADDRESS=(PROTOCOL=TCP)(HOST=<DB_HOSTNAME>)(PORT=<DB_PORT>)))(CONNECT_DATA=(SID=<DB_SID>)))
