EM 13c: Troubleshooting issues with OMSPatcher Failed to Establish JMX Connection to Weblogic Server and fails with error code 231 (Doc ID 2541021.1)

OMSPatcher need to connect to Admin Server to analyze or apply the patches on OMS.
If Admin Server is not accessible, OMSPatcher fails with error as below. Same error is also logged in <MIDDLEWARE_HOME>/cfgtoollogs/omspatcher/<PATCH NUMBER>/omspatcher_<TIMESTAMP>_analyze.log or omspatcher_<TIMESTAMP>_deploy.log
