EM 13.3: Startup Database Corrective Action Failed To Connect To Target Database Instance (Doc ID 2545339.1)

Goal

In Oracle Enterprise Manager (OEM) 13.3 Console, created a Corrective Action (CA) to restart a
Target Database (DB) if it is Down, but when run on a (12.2.0.1) DB, it fails w/the SQL errors
"SP2-0306: Invalid option." & "SP2-0640: Not connected".  Both Normal (SYSTEM) and SYSDBA
(SYS) Credentials are set for the Target DB.  If a Startup Database Job is created, and the default
(Normal) Credentials are accepted, then it fails w/the same errors, but if SYSDBA Credentials are
selected instead, then the DB starts successfully.  However, when a CA is being created, you
cannot specify the Security/Credentials, unless you apply the following workaround:
