Fleet Maintenance Patching Fails With ERROR: Execution failed due to binary missing or permission issues (Doc ID 2550021.1)

Symptoms

When attempting to patch database using the Fleet Maintenance, on the step of "Transfer Common Perl Module in Executes System Prerequisite Checks for Oracle Single Instance Database", the following error occurs:

1:Execute Command:SS_RemoteOp
ERROR: Execution failed due to binary missing or permission issues
------------------------------------------------------------



The issue can be reproduced with the example in the following steps:

$ emcli db_software_maintenance -performOperation -name="Deploy DB Software" -purpose='DEPLOY_DB_SOFTWARE' -target_type='oracle_database' -target_list=<Target_List> -normal_credential="ORACLE_PROD_NORMAL:SYSMAN" -privilege_credential="ORACLE_PROD_PRIVILEGED:SYSMAN" -input_file="data:<INPUT_FILE_LOCATION>/1120_StageDeploy_Software.response"

The contents of the input file (response file) looks like this:
