OEM 13.3 Installation Failed In "BI Publisher Schema Configuration"

Symptoms
On : 13.3.1.0.0 version,
The install process failed on the "BI Publisher Schema Configuration" .
Looking at the log is tells us to look at the error log in : <OMS_HOME>/cfgtoollogs/bip/biplatform.log
The error message has the following:

JDBC SQLException - ErrorCode: 1450SQLState:72000 Message: ORA-01450: maximum key length (6398) exceeded
Error encountered executing SQL statement FileName: '<OMS_HOME>/bi/rcu/integration/dacx/scripts/oracle/create_tables.sql' LineNumber: '1888'
