Symptoms

The agent is failing to startup with the following error:

emctl start agent
Oracle Enterprise Manager Cloud Control 13c Release 3
Copyright (c) 1996, 2018 Oracle Corporation. All rights reserved.
Starting agent ........................ failed.
Target Interaction Manager failed at Startup

Checking the gcagent_errors.log we can see the following:
