After EM13c OMS Host Migration, BIP Fails to Start with "...Native Library (terminalio)..." Error in Log (Doc ID 2552122.1)

Symptoms

Setup:  Multi-OMS environment, with multiple BIP instances (OMS1, OMS2, OMS3... and BIP1, BIP2, BIP3...)

After performing OMS migration to a new host, BIP does not start, as in this example:

$ ./emctl start oms -debug

Checking the log path shown (../gc_inst/user_projects/domains/GCDomain/servers/BIP2/logs/), the BIP<#>.out file shows a sequence like:

 Migration of one or more OMS's to new server(s).
