OEM 13c: Fleet UPDATE_GI Failed With Error " The inventory pointer is located at /etc/oraInst.loc 'UpdateNodeList' failed." (Doc ID 2563352.1)

Symptoms

When Updating GI using below command

 $ emcli db_software_maintenance -performOperation -name="Update GI" -purpose=UPDATE_GI -target_list='<target_name>' -target_type='cluster'
 -normal_credential="NAME_USER:SYSMAN" -privilege_credential="NAME_ROOT:SYSMAN"

 It fails with below error


 Log file:
  Switch Clusterware Instance-->Updating node list of the clusterware home

   2019-07-03 15:44:44:   Invoking "/u01/tmp/workdir/943229220881244/943231942584446/update_node_list_script" as user "oracle"
   2019-07-03 15:44:44: Executing /bin/su oracle -c "/u01/tmp/workdir/943229220881244/943231942584446/update_node_list_script"

   The inventory pointer is located at /etc/oraInst.loc
   'UpdateNodeList' failed.

 Note:
  Same error can be found in complete DP log executed using  "get_procedure_output_withinstancename.sql" (For more instructions to execute this DP follow <Note:2574240.1> )
