EM 13C: Scan Listener OR RacOne Node Database Targets Show Status As Down When Relocated During Blackout Window (Doc ID 2567992.1)

Symptoms

All the nodes of CRS/GI are marked under blackout for a maintenance.
Some CRS resources like 'SCAN istener' or 'RAC One node Database' are relocated to other nodes during this maintenance.
After the end of Blackout, these targets are still monitored by Agent on source node and status is marked as Down.

Changes

The target was under blackout and at the CRS level the resource was relocated to other node.
