Fleet Maintenance - Error Setting The Computed Variables One Of The Mandatory Parameters Is Not Provided (Doc ID 2576203.1)

While trying to apply patch  using Enterprise Manager's Fleet Maintenance, it failed at "Initialize Patch DB Deployment Procedure" step:

$ emcli db_software_maintenance -performOperation -name="Upgrade" -purpose=update_db -target_type=oracle_database -target_list=<DB_Name> -normal_credential="ORACLE:SYSMAN" -privilege_credential="SUDO_ROOT:SYSMAN"

"Initialize Patch DB Deployment Procedure" step:
