Symptoms

In Enterprise Manager (EM) Cloud Control, Unable to Edit the compliance standard Rule Enterprise > Compliance Library > Compliance Standard Rules (tab) > Rule: <Rule Name>.

While editing the Rule it was failed with the following error:
"Failed to edit rule. An unexpected error occurred while attempting to lock the rule for edit"
