On : 12.2.1.3.0 version, FMWC Common Framework

After a BRM domain was extended using pack/unpack the /em application(FMWC) will not start.

The issue can be reproduced at will with the following steps:
1. Start the AdminServer.
2. Post-Startup see that /em application is not active.
