EM12c, EM13c : Target Status Shows Down In Console (Doc ID 2583193.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, Database target status showing down.

Trying to validate the Response Metric of the targets, shows UNKNOWN: 

$ emctl getmetric agent <DB_Name>,oracle_database,Response
