EM13c: Accessing BIP Reports in EM Console fails with "Cannot retrieve the list of reports from BI Publisher" even though SLB BIPs are UP (Doc ID 2591208.1)

Symptoms

Unable to access BIP Reports from Enterprise Manager (EM) 13c Console for OMSs behind an Software Load Balancer (SLB).

Accessing Enterprise -> Reports -> BI Publisher Enterprise Reports

ERROR
-----------------------

BI Publisher Server is UP on all OMSs

No errors in either BIP or EMGC_Domain logs at the time of attempted access.

Reports can be successfully accessed via

• BI Publisher Server named 'BIPx' running at url:xxx (as shown in emctl status oms -details)
  
• the individual servers' urls
