Symptoms

Enterprise Manager (EM) 13c OMS is not starting after the Repository Database has been switched over to the Standby Database with the error
"The Network Adapter could not establish the connection" reported in emctl.log as shown below

<PATH>/gc_inst/em/EMGC_OMS1/sysman/log/emctl.log
