13c: OUI Crashes During 13c OMS Installation When Providing Proxy Information for Downloading Auto Updates (Doc ID 2597121.1)

Symptoms

While installing 13c OMS, providing proxy server information for downloading auto updates, causes the OUI to crash with the error on the terminal:
