EM 13c: Cannot Roll Back Patches in Enterprise Manager 13c Cloud Control Offline Mode that Have Been Removed from MOS: Patch Not Found (Doc ID 2598625.1)

Symptoms

In Enterprise Manager (EM) 13.2 Cloud Control offline patching, one cannot use the EM console to roll back previously applied patches that have now been removed from My Oracle Support (MOS).

Example:

1)
Recently applied patch for target database:
<Patch 22887047>
Product Oracle Database (orcl_pf)
DATAPATCH FAILS WITH PROCESS DIED AT CATCON.PM LINE 6149

2)
After this was done, Patch 22887047 was obsoleted via MOS / ARU and is no longer available.

3)
The replacement patch in MOS / ARU is:
<Patch 24385625>
Product Oracle Database (orcl_pf)
12201-SP2-0310: UNABLE TO OPEN FILE DBHOME_1/RDBMS/ADMIN/CATCON_KILL_SESS_GEN.SQ

4)
At this point, using EM to rollback Patch 22887047fails:
Cannot create a Patch Plan to rollback this Patch 22887047 and the patching page returns something similar to "patch not found."
