EM 13c: Cluster Database Target Status Is Pending But the Instances are UP (Doc ID 2604181.1)

Symptoms

EM 13c

After adding the cluster database which has 2 instances, Console shows the cluster database in status pending. But the 2 instances are shown as UP.

../gc_inst/em/EMGC_OMS1/sysman/log/emoms.trc file reports following errors:
