EM 13c: Metric DB Alert Log Filter Regular Expression (RegEx) is not Working for ORA-31 Error. (Doc ID 2607260.1)

Symptoms

Enterprise Manager 13c  is creating an Incident for the Error: ORA-31, even after adding it to the Filter Expression of the EM Metric: DB Alert Log - Generic Alert Log Error. 
(Note: only the newer "DB Alert Log - Generic Alert Log Error" is in use.  The deprecated "Alert Log" Metric Collection has been disabled.)

* Critical Threshold:                  ORA-[0-9]+[^0-9]
* Warning Threshold:                Not Defined
* Alert Log Filter Expression:    .*ORA-0*(31|54|1142|1146|28|60|230|235|312|313|439|604|959|1001|1013|1031|1100|1109|1112|1119|1123|1142|1461|1461|1511|1516|1531|1534|1537|1539|1543|1545|1549|1555|1575|1598|1623|1624|1628|1636|1652|1658|1661|1665|2053|2063|2097|3113|3217|3296|3297|19510|28500|01146|27046|1659|16401|27468|16055|12170|12608|3137|3135|3136)\D.*

=> Note that the Error code 31 is first in the Filter Expression above.

Using the Perl script alerttest.pl (from Note 1538482.1 : "EM 13c, EM 12c: Database Alert Log Monitoring in Enterprise Manager Cloud Control and Alert Log Metrics Explained")
to test the Thresholds and Filter Expression above against the text found in the (DB Alert) log.xml (Result = ORA-31), resulted in:
