Symptoms

Enterprise Manager (EM) Cloud Control, fails to start with Error "WebTier Could Not Be Started. Reason: Failed to start OHS component"

$ ./emctl start oms

WebTier Could Not Be Started. Reason: Failed to start OHS component

Please check <EM_INSTANCE_HOME>/sysman/log/emctl.log for error details

<EM_INSTANCE_HOME>/WebTierIH1/diagnostics/logs/OHS/ohs1/ohs1.log is not created
