13.3 EM Backup Report Displays Incorrect Timestamp in "Start Time" Column (Doc ID 2617800.1)

Symptoms

13.3.0.0.0 EM with DB Plugin Bundle Patch 13.3.2.0.190531

When navigating to DB Target's Availability -> Backup & Recovery -> Backup Reports, the timestamp displayed in "Start Time" column is 2 hours ahead of the actual backup time and the timestamp is displayed with incorrect timezone.

There is an inconsistency between the start time in the target's v$rman_backup_job_details against the start time in EM backup report.
