Enterprise Manager Fusion Middleware Control Fails to Load with "java.util.MissingResourceException: Can't find bundle for base name resources/gdr/gdr, locale en_US" (Doc ID 2619679.1)

When accessing Enterprise Manager Fusion Middleware Control (FMWc) URI /em one sees any combination of the following.

-FMWc login page is displayed and the 'Domain' does not show the domain name.

-After entering login credentials, the 'Sign in' button has no effect/impact.

-After submitting credentials, the user is presented with a blank farm page.

The error seen in the AdminServer standard out log file shows the following error:

A similar error can be seen in the emoms.log.

This issue can occur with a new installation or after upgrading to version 12.2.1.4 or 12.2.1.3.
