EM 13c: Database Performance Pages shows GMT timezone value Instead of Local Timezone (Doc ID 2623161.1)

Symptoms

By default EM 13c Database performance pages like ASH analytics shows the timezone value in GMT. This can not be changed to reflect the timezone to the local timezone value of the target.
