Receiving Intermittent False Alerts for PDB Down Targets (Doc ID 2626801.1)

Symptoms

Lots of intermittent alerts received from PDB targets, which are getting cleared immediately.

Enabling EM agent debug will reveal entries such as these:

at oracle.sysman.gcagent.addon.fetchlet.sqlfetchlet.SqlFetchlet.getMetric(SqlFetchlet.java:949)

The time of the error will match the time of the alert.
