In Enterprise Manager (EM)  Cloud Control Fleet Maintenance, When attempting to upgrade the DB the following error occurs.

$ emcli db_software_maintenance -performOperation -name="Update_cdb008t" -purpose=UPDATE_DB -target_list=<target_list> -target_type=oracle_database -normal_credential=ORACLE:SYSMAN -privilege_credential=ORACLE_PRIVI:SYSMAN
