Symptoms

Agent patching through EM console using Patch Plan

    Enterprise -> Provisioning & Patching -> Patches & Updates (Patch Plan)

EM Patch Plan creates Blackout for the agent.

Patching completes successfully but all targets remain in Blackout status.
