EM 13c: EMDiag Kit Installation Fails With Error "Can't locate LWP/Simple.pm in @INC " on 19c Repository Database (Doc ID 2637387.1)

Symptoms

Installation of EMDiag kit on 19c Repository database home fails with the following error:

$EMDIAG_HOME/bin>./repvfy install -tns '(DESCRIPTION=(ADDRESS_LIST=(ADDRESS=(PROTOCOL=TCP)(HOST=DBHostname)(PORT=<Port>)))(CONNECT_DATA=(SID=<SID>)))'

Can't locate LWP/Simple.pm in @INC (you may need to install the LWP::Simple module) (@INC contains: /refresh/database/perl/lib/5.28.1/x86_64-linux-thread-multi /refresh/database/perl/lib/5.28.1 /refresh/database/perl/lib/5.28.1/File /refresh/database/perl/lib/site_perl/5.28.1/x86_64-linux-thread-multi /refresh/database/perl/lib/site_perl/5.28.1 /refresh/database/perl/lib/site_perl/5.28.1/x86_64-linux-thread-multi /refresh/database/perl/lib/site_perl/5.28.1 /refresh/database/perl/lib/site_perl /refresh/database/perl/lib/site_perl/5.28.1/x86_64-linux-thread-multi /refresh/database/perl/lib/site_perl/5.28.1 /refresh/database/perl/lib/5.28.1/x86_64-linux-thread-multi /refresh/database/perl/lib/5.28.1) at /refresh/database/emdiag/bin/repvfy.pl line 21.
