EM Fusion Middleware Control(fmwc) Login And Page Navigation Very Slow and High CPU Usage (Doc ID 2638482.1)

Symptoms

On Windows platform accessing WLS console is quick, but Enterprise Manager Fusion Middleware Control(fmwc) login takes up to 10 minutes and noticed high server CPU usage at 70%.
Errors such as "Response already committed", OOM and 'Stuck Threads"  are recorded in AdminServer logfiles.
