13.4: OMS Installation on Windows Fails During OMS Statup: Webtier Fails to Start with exit status: -1073741515 (Doc ID 2639245.1)

Symptoms

Installing 13.4 OMS on Microsoft Windows, fails during BIP configuration while starting the OMS. The logs indicate that the OMS failed to start while bringing up the Webtier component.
