OMS install prerequisite check fails when checking Enterprise Edition database (Doc ID 2640796.1)

When using Oracle Database Enterprise Edition with an extra Banner, like Extreme Performance, or High Performance; the OEM installer will fail at the "DB version prerequisite check" and give an error similar to:

The following prerequisite check failed because the Oracle Database, where the Management Repository will be configured, does not meet the configuration requirements. Fix the issue manually based on the recommendation offered for this prerequisite, and click OK. For more details, check the logs: <iOEM_install_path>/cfgtoollogs/oui/emdbprereqs
