OMS install prerequisite check fails when checking Enterprise Edition database

When using Oracle Database 18.104.22.168.0 Enterprise Edition with an extra Banner, like Extreme Performance, or High Performance; the OEM installer will fail at the "DB version prerequisite check" and give an error similar to:
The following prerequisite check failed because the Oracle Database, where the Management Repository will be configured, does not meet the configuration requirements. Fix the issue manually based on the recommendation offered for this prerequisite, and click OK. For more details, check the logs: <iOEM_install_path>/cfgtoollogs/oui/emdbprereqs
